Move to outlaw two 'party' drugs
After-all, illegality has worked so well for all the other drugs!
If you need *illegal* to be added to *industrial* before you stop abusing GPL, you need to ask yourself one or two searching questions!
If people are drawn to legal highs simply because they are legal and the Government successfully bans them all, what then? Are those same people going to pursue things that the Government cannot ban, like aerosols for example which, 'can kill instantly', great!
